With reference to letter of the 20 October.

I am directed by the Earl of Kimberley to transmit copy of a letter from the Foreign Office inclosing a despatch from H.M.'s Chargé d'Affaires at Pekin respecting a proposed Scheme for the introduction into Pekin of Chinese emigrants from Hongkong.

The Foreign Office have been informed that Lord Kimberley fully concurs with Earl Granville in approving Jernigham's conduct in...
